Admiral Schachte served in many capacities related to ocean policy during his thirty-year naval career. In addition to being a member of the U.S. delegation to the United Nations Convention on the Law of the Sea negotiations during the Reagan administration, he served as the Acting Judge Advocate General of the Navy, the Department of Defense Representative for Ocean Policy Affairs, and the Deputy Assistant Judge Advocate General (International Law).
