A group of Democratic congressmen is renewing a legislative fight to push the United States to ratify the United Nations Convention on the Law of the Sea by adding an amendment for a "sense of Congress" to the America COMPETES act.

Rob Portman of Ohio and Kelly Ayotte of New Hampshire penned a letter to Senate Majority Leader Harry Reid (D., Nev.) saying, “we have concluded that on balance this treaty is not in the national interest of the United States.”

But the treaty’s main Senate proponent denies the treaty is sunk, saying plenty of time still exists to win support before a planned late-year vote.
