Steven Groves is the Bernard and Barbara Lomas Senior Research Fellow at The Margaret Thatcher Center for Freedom and leader of The Heritage Foundation's Freedom Project. He has testified before Congress on international law, human rights, the United Nations and controversial treaties such as the U.N. Convention on the Law of the Sea, the Convention on the Rights of Persons with Disabilities, and the Convention on the Elimination of All Forms of Discrimination against Women.
